- International environmental leadership (SLC having won the World Leadership Award and the EPA’s Climate Protection Award when Rocky was Mayor from 2000-2008)
- LGBTQ+ leadership (of the authentic sort that caused the Human Rights Campaign to name Rocky one of the top ten straight advocates in the nation for LGBTQ+ equality)
- Outstanding leadership for the SLCPD, with faster response times and honest crime reporting
- Safe and secure public use of parks and other public places
- National leadership for housing, shelter, and treatment solutions for homeless people
- Provide model restorative justice programs, including accountability for illegal conduct, and focusing on problem-solving (like substance-abuse and mental health treatment)
